No some of my damn games does not want to work on x64. Anybody have some advice please?

Games like?

The only games that I can think of that won't work are 16bit (DOS) applications...

If the games are new and they don't want to work, then it most likely mean that you didn't install it, which would mean that you don't have DirectX 9 installed either.

Starcraft not running (not SC2)
DXDiag reports the following:
Version: DirectX 11

All games installed from the discs I bought it on!!

I actually meant that you haven't installed the games after you've installed Windows

Just download the DirectX 9 Redist, which is like 100MB and then those games should work. Alternatively just install DX9 from one of your game discs.

This was a clean install, I first installed Windows, and afterwards the games.
Can I install DirectX9 if 11 is already installed?

It's not that you can install DX9, you HAVE TO install DirectX9 alongside DX11...
