Advice on TV Box.

I own this TV Box. Ematic Android TV Box 4K UltraHD - Google and Netflix Certified

I do not understand technology that well. I would like to do the following. Add USB hub to the device.
Add wireless USB and mouse. Add compatible webcam if possible. My goal is, I would like to phone my family and see them on my TV.

Is this possible? If possible can you recommend a compatible webcam for me please?

I have a Samsung Laptop but I am told it is to old. Something to do with 32Bit OS and that most software can't be used with it. The tech at our local Incredible connection told me my only option is an upgrade. My family and I have a family computer but I don't want to use it for video calls. The room is very small and I don't want to move the computer every time.

Why not just use an Android or Apple mobile phone / tablet & use Whatsapp video calls to chat with your family, and cast your phone screen to your Ematic AGT-419 instead?
