Usually yes, but Telkom has started stopping certain Exchanges from responding to ICMP requests, so latency on the Exchange which is the second hop, bleeds over to the third hop.

The different results that you are seeing between the VPN and non-VPN downloads show that it is not entirely the Exchange.

How are your other downloads speeds at the moment?

All my downloads are suffering while other services like browsing, streaming etc are fine.

HTTP downloads running fine through speed test.

With the servers in the US, and with there not being a local caching server, at times latency to the Apple servers can reach 450ms, I'm not saying it's fine, but we can tweak and massage the routing so much.

In theory yes, but when the IPC is the cause of the latency, every subsequent traceroute also shows highly inflated latency. In this case the latency neatly stops after the third hop.
 
Its a VERY sad state of affairs tonight! Nothing works and youtube automatically sets itself to 144p
