Hetzners service is great, but they're an utter rip off. These guys don't see too bad: http://www.jcwhosting.co.za/hosting_vps.php I've had great support from them.

For international options, Namecheap.com hosting has been pretty solid and their domain registration price are incredibly good. No .co.za unfortunately!

Setup your own offshore VPS for the most reliable hosting option.
 
Does offshore really make a noticeable delay on your sites?
