My torrents seems to download faster when there is no upload speed limit, but once i limit it, then the download is also slower. Anyone else in the same boat?

Yes, you should at least upload ~10% of your download.

No the performance cannot have anything to do with the tracker unless it is broken and not connecting you to peers, which you'd spot in the download client very quickly. It has to do with the asymmetric nature of ADSL and how you acknowledge successful receipt of data from a peer or server in IP transit networks. If your upstream pipe on an asymmetric connection is full (or even symmetric for that matter, but asymmetric is felt very quickly), your outbound ACK cannot be sent and sits in an outbound queue, and therefore the sender slows transmission rates to you on account of them having not received acknowledgement of the data transmission receipt on your end. This can happen by filling the bandwidth in capacity (Mbps) or overloading the connection with small but frequent packets (CPS) in excess of the DSL modulation limits and associated line stats.

The only solution is to apply QoS on the modem/router and rather than rate limit (for a permanent solution, or to do so in that specific download client's settings), which only solves one of the potential issues, it is best to implement a priority mechanism instead, where downstream is afforded higher overall bandwidth priority than the upload, although not many routers support this. If you have to limit the upload, it should be noted that you don't necessarily have to completely saturate the upload for it to have an impact - asymmetric broadband can be impacted even on throughput below the theoretical threshold of your upload link, and if your line isn't in great shape this can be felt quicker than healthy lines.

Furthermore, saturating upload results in major packet loss, and as a result your operating system receive window buffer narrows with every dropped packet, meaning that if the throughput is TCP protocol, your maximum link speed continually halves as your OS tries to stabilise the packet loss for you. If the peer is in a location where latency is above around 40ms, you're likely to start feeling it on fast connections (15Mbps+) and if the peer or server is international (+-200ms) you are going to see speeds drop considerably no matter what speed connection you have, until such time as the OS identifies stable throughput without packet loss for whatever duration the OS is set to use...

Yes my Windows Updates also downloads quick now. Just a pity it didn't do this earlier today, or some times yesterday or the day before . . . Oh and my Ookla speed tests average 19+ Mbps download, 1.92 Mbps upload with a 20ms ping. This holds true even if the Updates slows to a crawl. I can fix the slow Windows Updates download problem by entering the other ISP account in my router.

Glad your updates are back to what they should be. :)

Have you considered creating a PPPoE connection for your Afrihost or Afrigreen account? It is much quicker and easier to change between them than updating your router. :)
 
Critical Care told me to switch back to my AH account this morning to see if it matches the bliss I experienced on the Vox account they provided. Well the AH account sucks. Streaming is terrible. Got the family moaning about the iPlayer not working.
