They are, but you can enable Business optimisation.
Having it enabled, enables shaping on P2P and business. Turning it off disables that, making the account unshaped.

As noted in EDIT mail works with Afrigreen - send and receive.

OK guys, looks like we're narrowing down a packet loss/ latency issue. Uncapped/ Business seems to see high latency.

What account are you on? I'm guessing Uncapped/ Business? Could you run a ping of about 20 requests?
