The error presented is an Outlook error. Server admin has an open ticket with Microsoft about this issue.
They have in the meantime also setup a secondary smtp server named smtp2.afrihost.co.za which you can also try using.

Okay so smtp2 is down still and SA said we need to use smtp.afrihost.co.za
The issue with outlook still exist(intermittently) but I'm trying to get some feedback on that issue.
Try using smtp.afrihost.co.za:25 non ssl again.
Your Helpdesk sent me an email this morning:

Yes smtp2 was a temp server with a new IP until smtp.afrihost.co.za could be de listed and fixed. I tested it now to a few big hosts like gmail and outlook and it seems to work fine now.

Sent three mails to corporate in USA., recipient did not get them, nor did I get "can't deliver message" warnings.
Perhaps Outlook.com is now silently deleting them....?
Not sustainable ....
Had to resort to Protonmail ...
