That's correct, the percentages show what maximum speeds you can achieve while under the current shaping policy. Noted that this does change and dynamically adjust itself according to network load.
The timeout you're seeing here isn't related to shaping though, this is an ICMP timeout which is unrelated

Is anyone else experience high pings with afrihost to Eu ?
I don't know why its timing out between 15 and 30. I don't get any Dc's when I play. Just the huge difference in ms.

We carefully plan our capacity based on usage trends, sometimes there are spikes that (like traffic) have to be managed by rules and systems so that everyone gets the best experience and access possible. Unless that is a 24/7 problem that could have been projected from growth statistics or usage trends, it's not something you can solve overnight. Just like the council is not going to order a new road after a traffic jam, and also take time to plan and then implement an upgrade if the issue persists, we need to carefully plan for and motivate any changes to the network based on trend analysis, not just for the current trend but for future usage possibilities based on the statistics we have.
We can assure all our clients that our network people are doing the math and analyzing reports and determining exactly what is going to be needed to deliver a great experience, and to do as little shaping as is sustainably possible for general users. We are committed to finding solutions, and any of our clients will know that we don't make such promises lightly. Resources, finances and time are being committed to make sure that we figure this out as quickly as possible.
These traces look like they're hitting two different servers on hop 10/11, so it could be that one server may be performing different. The server accessed may depend on routing as well. Can you trace to the server IP and see if you see different latency to the individual IP? Drop me the results in PM if you'd like, or post them here

The moment mtnbusiness hands over to "normal" mtn timings seems to go through the roof?
so, irrespective of all the "have to manange the network" messages, what went wrong?

Our network still seems to be recovering from the bigger increase in demand we saw earlier today. We're still shaping too many client than we'd like to see - however the network has slowly but surely made signs of returning to normal.

We should start seeing improvements tonight, the shaping should start easing up really soon.
Shaping should start easing soon. We've had to apply heavier shaping today due to a bigger increase in demand that we saw earlier this morning.

Most users will be seeing lighter shaping. We've seen traffic die down over the last hour and we've slowly opened up the network as we've see more available capacity to give back to Uncapped clients. Let's hope it stays this way
