Apparently HTTP downloads are separate from real time services such as VOIP. gaming, HTTP like YouTube and general browsing. I think they have systems that are able to distinguish any type of download by looking at the packets and then shape it accordingly, HTTP Downloads use just as much resources, such as threads and connections than P2P so they have to be shaped to keep the network running efficiently to not jeopardize Real time services they everyone requires to get through the busy day, however during evening or weekends there may be times when shaping isn't applied. Shaping will ease a bit once more capacity is live, watch this space and forum to keep up with the trends
