Your d.Gmt question is probably around stability. Running close to spec would probably cause more issues that the money they'd generate.
As for vdsl I remember reading that vdsl data is cheaper to provision. It's been mentioned in the forum before. I think it's because they excluded ipc so a more direct connection.
No, I was told that it's the mini-dslam port that is the limting factor.
My line stats say I can achieve 12mb:
