The network is not generally under heavy load. Shaping is applied only when and where there is heavy demand, and that has been prevalent in the cape area. However, that is only during certain times. I'm fairly confident that pretty much everyone is unshaped between say midnight and 7am, or at least shaped to a much lesser degree if there is still traffic.
Currently, Cape Town's IPC is experiencing heavy demand, especially in the early evenings, where shaping has to applied to manage demand. But usage drops off significantly in the hours I mentioned, and don't pick up again until the following morning, so shaping will definitely be reduced noticeably. At present, other IPCs are experiencing very little to no shaping.
Again, the idea behind unshaping business completely is less about making more money, and more about giving clients more freedom to use the available capacity to it's fullest.
