Glad to see it's getting attentionif you need any more people's info suffering from this strange throttle I got some details
It doesn't seem to be throttling but rather congestion during those hours (the way speedtest bounces around indicates uneven policy). I assume AH have x amount of uncapped bandwidth into IS and this bandwidth is probably running at 100% during those hours, hence a general slowdown across the board.
I also assume business traffic is prioritised, so in these cases congestion will equal throttling of uncapped users?

What is the typical turnaround time for ADSL activation once I have my telephone line/number?
Any possibility of doing the first month, 50% off on the bundled packages?

For a new ADSL conversion, it can take up to 30 days, depending on Telkom. We don't offer discounts on bundles, but you won;t be charged on the data until the line becomes active.
In my case, the Telkom techie is coming this Friday to migrate my line to my new residence, so i have the telephone number already. I presume that the ADSL service activation could be shorter because there was an ADSL service previously on the account? Or is this luck of the draw?

I am getting now 0.24Mb on 1 Mb line basically 1/4 of the speed109KB/s today on a 4Mbps line. Even of this is congestion during business hours or still shouldn't be that bad

We are aware that there is a general speed issue on uncapped. While it does not affect all clients, we have noted the comments on this and a few other threads and we are looking into this with IS. We know this is frustrating, but please be assured we are putting every resource in getting to the root of the problem.
Please also be assured that we are very close to our proposed network change. With double the IPC capacity, we expect that these congestion issues will be a thing of the past. You can take it from me that initial testing is going extremely well, and as soon as I have the go ahead I will be posting more info and results here on MyBB.
