Doesn't look like a congestion problem, I'm no expert though but the traceroutes definitely don't indicate this.

PM afriman and see if he can help.

I have a networking clue. There are no signs of congestion at the Telkom side on those traceroutes. The latency increase between hop 2 and 3 on the second traceroute could be showing a problem inside MTN's network. But it could also just be his own router doing ICMP rate limiting.
 
With Afrihost I have a 230plus latency with 0.8 D/L and with the Mweb test acccout i have 157plus latency with 2.45 D\L (Mweb is the same stats as before the switch)...
 
I am very happy to report a completed Act 2 key-run, with green bar the whole time! :D
 
Having 1600ms latency on my WoW server where I normally have ~200ms latency. Been like this the whole day (and not the first day it's like this). Becoming quite annoying.

1st the servers took forever to come up, then poor latency, didn't make it for an enjoyable day... like a Monday in most people's lives, today was
