I posted a long reply and then it got lost in the matrix!
I can understand that many people complain without being specific but you should at least answer the people who are.

It's probably for the best cos I see the posts I was trying to address are not even on this page anymore! Anyway, it's definitely QoS and not throttling. Even different users can get different speeds on the same file, then it's can't be a universal throttle. Or am I not thinking this through?
Yes you are not thinking it through. People have different line speeds and you just have different throttling/QoS per package which results in many users have indicating they are getting a third to a quarter of their line speed for downloads.

So here I am very specific.

Here are files from google, oracle, and microsoft

Now if I download one or all three I get limited to 30KBps in total.

The weird thing is a site like rapidshare downloads do not get throttled. For me youtube and browsing also doesn't get throttled.

OK then be transparent how your QoS operates. I have given you specific examples you can lookup or test.
I would like you to investigate and a to confirm what is going on with those downloads and if indeed it is your QoS impacting the dl speed.
You don't have to speculate you have indicated you are not on IS anymore and have control of your network.
The throttling for me is constant and does not adjust per time of day or network load.

Lets do the math, people. This is not rocket science.

Start multiple downloads, add up the max your line is downloading. convert this to bits (1KB = 8Kb). divide that by your line speed and multiply by 100 to get a percentage. Lets see how many of us come up with the same number. This will tell us if it is QoS or throttling.

My max is 30KB/s on my 1024Kb/s line. 30KB = 240Kb. Thus, I get 23.4375%

I'll do wingnut771 for him too. He gets 120KB/s out of his 4096Kb/s line. Thus he also gets 23.4375%

Everybody pitch in your numbers.

leave the downloads to run for about 5 minutes BEFORE you start calculating

At the moment my 10mb uncapped is running at full speed, but I can confirm for a few days in a row I couldnt get more than about 230kBps.. YouTube, NNTP, http, speedtest.net, combinations of various protocols.. all stuck at around 230kBps

Happy at the moment though :)
 
My max is 30KB/s on my 1024Kb/s line for downloads from microsoft, google and oracle. File hosting sites downloads are also throttled with odd exception of rapidshare which uses my full line speed.
I get my full line speed for streaming sites like youtube.
 
So far that is:

3 x 1024Kb/s lines at 23.4375%
1 x 4096Kb/s line at 23.4375%
1 x 10120Kb/s line at 17.96875%

Does anyone else find that when they are downloading a torrent all services on the account suffer? For instance, I was downloading a torrent at 10 KB/s and my browsing and video buffering was horrible. But as soon as I paused the torrent they started working as expected.

How many KB/s are you getting on what you're downloading and what is your line speed?
 
mine is also 60KB on a 2mb line, when I usually get around 215KB

btw .. just got a trial account from openweb and I am getting full line speed on everything!!

1 meg line and wasn't downloading anything else but the torrent at 10 KB/s. Browsing was noticeably poor though considering the crawling speed of the torrent.
 
My nntp is constant 55-58kbps on 2mb line ,received an email from support to say I am being shaped due to high usage ,though I am nowhere near my threshold.
 
Random rant.. guys you need to know the difference between being 'shaped' and being 'throttled'

If all protocols are equally limited to a lower speed, that is throttling.. and should usually only happen because of your high usage

If some protocols are fast and others are slow, then that is shaping, and is not supposed to have anything to do with your personal usage, but more to do with congestion / time of the day etc.

So saying 'I'm being shaped due to high usage' doesnt really make sense
