They will say Qos blah blah blah but my experiences and many others is this : 8am - 1am - 1% torrent line speed, 10% http download speed , 70% youtube speed . 1am - 8am - everything becomes full line speed. So yeah at the moment Qos is nothing more than a fancy term for throttling. Im glad i only have one more week to suffer through it, the last few months have been an absolutely horrible internet experience.
I'm not sure how you arrived at these figures, and it's not the case from a general network perspective. From what we have measured on average speeds, based on the users bandwidth trends, even the heaviest users are not shaped to that extent. It is a dynamic system, but it is possible for a user to have a more or less consistently shaped experience (on downloads only) if they are one of the heaviest users. But generally clients will have different day to day experiences based on the available capacity and their individual usage. This applies only to downloads, as real time services should be at premium level at all times of the day.
