4mbps uncapped and I'm getting 0.58mbps. Ping is better though

I guess getting full speed during non peak is likely easier? Business lines are a pretty poor offering from AH at the moment.I was still working around 2am and was getting full line speed, i thought they have fixed the issues, but doing a test now shows same results than yesterday, fluctuating between 1-4mbps.
So if you live outside CT does this above text mean that once the CT IPC has had the shaping rules altered, all users across the country will "go faster"? I just want the straight talk here.
