I've been with Host1Plus since the beginning of the year.

My VPS has 768MB of memory, 1 processor core and 1TB of monthly bandwidth, with 60GB of storage.
I pay a low $6/month for the service, but I am very unhappy with the uptime.

Are there other local VPS providers (with better uptime and overall network performance) out there that can match these specs at a similar price?

Thanks

None that I have come across, I host with H1P too and have had decent uptime. What sort of problems have you been having?

Every now and then (not often but enough to make me angry) there is a huge spike in packet loss, that they are unable (or unwilling) to solve. Today my VPS has been offline for hours.

Hmm, when I first had issues with my server they migrated me to a different node (node3 from node4) and that sorted me out for the most part. Maybe ask them to do the same? Setup an UptimeRobot alert on the server and get some hard evidence you can show them. Theyre a decent bunch so I'm sure theyll be willing to help.

Thanks. They asked for MTR tests but didn't seem very interested when I gave them results. I'll try set an UptimeRobot up then.
As it so happens it is node4 that is down right now. Would migrating mean getting a different IP address?

Nope, OpenVZ instances can be migrated with the same IP, just ask them to ensure the IP is the same and it can be done in minutes.
