ICASA are unlikely to know what you are talking about and the am radio regs are probably the least of their worries right now

is there anything even remotely approaching enforcement of the regulations?
 
This post was just as general because the broader amateur radio users are not aware of these facts and the SARL do not allow this type of discussions as they see this some threat - free speak/democracy and all that stuff.
 
Long distance Radio Broadcasts. Wich could either be like a Radio Station. or a simple long distance licence for Walkie-Talkie's. Like whot the Fire Department, Police or Traffic Departments use. basically any walkie talkie over 10km range must have a licence or something (Actual 10km range)

Some walkies claim to be able to do 5-15km but can hardly do 3-4km in real distances. (objects like buildings, houses, cars and electrical equipment hugely drop your true distance)\\
