yeah actually now that I think about it, its not the power users that messed up the network (we were here first and the network was awesome before april)

I BLAME THE NEW USERS!!

Ok, one possible unaccounted for variable in the speedlessness equation that you have not accounted for there - you are assuming that the total amount of bandwidth available on the 5th April 2005 [IMO when the speedlessness problem first started - not 1st April] was no less than what was available during pre-launch.

I do not believe that to be the case, I believe the total amount of available bandwidth was decreased for some reason - perhaps part of the contract that WBS and UUNET had - that when WBS introduced their Bandwidth Cap, WBS would not need as much bandwidth, and that UUNET subsequently decreased the available bandwidth on instruction from WBS. IMO this is what WBS' Executive Management have been trying to cover up by creating scapegoats out of a small group of customers. Soon after the Thursday that Sasan & LG tangoed together on the WBS iBurst Helpdesk floor, there was a story of WBS having to degrade iBurst for all customers by reducing the amount of available bandwidth, and simultaneously denying that there was any speed problem, so, what does that tell you?

IMO, WBS tried to get away with less total bandwidth from UUNET than was actually required, and they decided to take some advice from this forum & purchase additional bandwidth from IS.
 
Sounds like a very likely scenario. That's a fair assessment I'll agree with that
