ANC will regain Western Cape - Fransman

It isn't corruption, it's incompetence on behalf of the people in the department. If they could do the job there should be no need to bring in external 'consultants'.

Seriously... it's easy to shoot your mouth off from the outside, CTCC had a moritorium on hiring of staff, even though we have many critical vacancy, in fact I was seconded for 2 years to a more senior post, but with no remuneration benefit, the story was always "it's in progress". Instead of filling the post the ANC and DA opted to hire overpaid contractors and consultants! The day I said no more, suddenly they could make a plan, this was under the DA!

Helen Zille has come out tops in a Public Service Commission (PSC) report about the country’s premiers, while her Eastern Cape *counterpart Noxolo Kiviet ended up at the bottom of the table.

The commission assessed the premiers’ offices on nine criteria related to governance:
» Professional ethics;
» Efficiency, economy and *effectiveness;
» Development orientation;
» Impartiality and fairness;
» Public participation in policy-making;
» Accountability;
» Transparency;
» Good human resource management and career development practices; and
» Representativity.

Consultant fees well justified imo.
 
Start at the procurement dept, you won't have to go any further! The ANC had serious tender fraud, my exec dir(ANC) was know as Mr 10% for his tender assistance. Under the DA consultants were/are? earning a fortune, in my dept a full time staff member would earn around 15-20K pm, while a contracted consultant earned 50K+, for the same or similar job! That's corruption, hence why I left, I told management it's unacceptable, they told it there's nothing they can do about it! The people I contracted in to assist me earned as much as 4x what I earned in a month, even though the results were on my head! I had 10 years of this type of BS under the ANC and DA gov... yes I know what I'm talking about!

Has the procurement process not been "beefed" up in recent years to ensure accountability and stop corruption?

I had a small experience this year with the Premier's office:
Someone from the Premier's office contacted us a few months ago to order some products. The total value of the purchase was about R1K (one thousand Rand).
The process involved on our side in regards to forms to get this order was quite onerous to say the least. Without going into detail of what was required as I normally would not have done that much spade work for one client. Perhaps it was curiosity, getting an order from the Premier's office, maybe later getting further orders that prompted me to fill in the forms.
Anyway the products were collected and the money was paid in. For what and who the stuff was for I don't know.

In regards to Fransman's comments, I hope not. The Western Cape needs a stable and consistent Government, any change sets things back a decade or more and is very disruptive. I won't go into detail or elaborate further, but financially things become quite skewed when the ANC are in control.

As far as I know, the day Helen stepped into her mayor's office she told all those hyenas waiting outside the door to leave and go reapply.
 
Its amusing that the ANC's policy to regain the province revolves around "reconnecting" with people scarred by Apartheid etc etc.. rather than about governing properly, and providing services to the population.

I certainly hope so!

Fact is the DA is the (much) lesser of the 2 evils. Better the devil you know than the devil you don't! Some people seem to think the DA is a total 100% uncorruptable, squeaky clean organisation, yah right! The DA is a big organisation, there are bad apples in every bunch, even more so in the ANC... the ANC's problem is 2 fold, they've become to big to manage, each branch seems to have it's own agenda, and a lack of strong positive leadership at the top! As long as Helen Zille is running the DA, they will definitely keep the WC! She's a real tough cookie!

There are always corrupt parts in any organisation - that's why I'm saying if you have any proof or solid allegations, please detail them properly here (as much detail as possible) or in a PM to me and I'll see if we can follow them up. As has been indicated, consultants often earn more in rates than regular employees but have none of the benefits (this includes stable employment).

As an aside, it kinda sucks for both the employees and the consultants. I know of some good quality people who are doing consultancy work for one of the larger firms and they have zero job security. End of June, they have no income.

It seems like you are a bit of a disgruntled employee, and is now crying corruption. What you've described is not the definition of corruption, unless the politicians are somehow connected to them.

It sounds more likely that the appropriate skills are not available in the government departments (a legacy of the ANC no doubt), so external consultants are brought in. These cost more, as has been noted before. I'm sure things have changed since 2009 and hopefully the DA has beefed up their internal skills.

Helen succeeded Nomaindia Mfeketo.
I heard a similar story that it took about 2 years to get rid of all the consultants Mfeketo had hired to do her job.
I wonder what that episode cost the Ratepayers of Cape Town?

The period 2002 to 2006 in Cape Town produced nothing and resulted in the misappropriation of Ratepayers money. Projects that were lined up for execution in 2002/3 were shelved and now 10 years later most of these projects are still outstanding. My memory of Major Mfeketo and her Councillors conducting closed meetings, not even the agenda made available to the public still leaves a bad taste in my mouth, so much so I will never trust the ANC ever to run our City again.
I don't know who Mfeketo thought she was, but she crossed every boundary in regards to Public Participation that is enshriined in the Municipal System Act and the Constitution of South Africa, yet never got rapped over the knuckles for misgoverning her office when she held it.
I even heard Jacob Zuma used to fly down to Cape Town regularly to lay out her instructions. I am not suggesting he was showing her how to do her job, I am saying it speaks volumes as to the central nature of how the ANC wants to govern.

Fransman, no thanks, your type of governance based on historic experiences with your party, is not wanted.

To cap what I am saying, if it wasn't for Helen Zille, who the heck knows where we would be today?

I am and a DA supporter and like I said before I have the greatest respect for Helen Zille and what she stands for! A strong opposition is need to stabilise the SA political scene presently dictated by the ANC cronies!

I have been wondering why the media is so quiet about our current Mayor, Patricia De Lille?

Personally I have been part of our local Ratepayers Association since about 1998, but recently taken a back seat for the new members but maintain an open door (you can call me for information) approach to it. Been focusing on my business, family and personal hobbies.
 
We have the ANC fighting over who should be the mayor in PE (Nelson Mandela Bay Metro) and it is paralysing service delivery. The ANC factions are preventing each other from doing anything.

This is music to the DA's ears but, sadly, innocent folks are suffering.
