does the fact that everyone else has them mean those "everyone elses" contribute their excess electricity to us?.... No!

Maybe we can all be more comfortable if they designed buildings to be more temperature efficient/stable...

Ok. I thought you were commenting on the environmental impact rather than SA's power shortages. :)

I'm sure these days local architects make it a point to design with energy conservation in mind in the same way as their overseas counterparts do.

Well, now that you mention it, there is a enviromental impact, more green house gasses emited from electricity generation due to more residential aircons meaning the planet heats up even more meaning even more aircons and so on and so on...

Local home/complex architects? I dont think so, big buildings, maybe...
 
The biggest problem with the low wattage mini fluorescent globes is that the can not be dimmed. They also seem to contribute to interference on wireless networks. Once led based globes start becoming mainstream the complete phasing out of incandescent globes will start making sense
 
Personally I think its a good idea, will force people to use the newer energy saver bulbs...

There are places where they work well, and places where they don't. CF bulbs take a while to warm up. So putting one on a sensor circuit doesn't work that well, in my experience.

There are two ways of getting people to adopt new technology (or ideas, for that matter). Force them to, via legislation, which is rarely a good idea, or encourage them, via subsidies.

Many people in Europe have solar panels -- because solar panels are subsidised to the point of saving the people money.

But it *is* easier to just make laws...
