The fno in my complex is either vodacom or link layer.
anyone with any experience with link layer?

Vodacom is hit and miss. Is Link layer open access for you?

The other residents have reported that Vodacom’s network frequently goes offline often.

The people on linklayer as fno and ballito isp as ISP complain that they get buffering using IPTV. I do not intend to use IPTV so I‘m not sure if it is a linklayer problem or the ISP throttling and whether that would apply to me.

Regarding your second question, I’m not sure what you mean by “open access” in this context. Could you please clarify?

Linklayer is well known and established in the Ballito and surrounds. Open Access is whereby you will use linklayer as your fiber provider and then choose an ISP of your choice to use on the linklayer network. Linklayer is openaccess and does not run a closed network as far as I am aware.
