Any no contract internet recommendations?

So my sister lives in the UK but they bought a house in the Overberg region for when their in SA. Can anyone suggest a service they can cancel and resume as they come and go? The only one i can think of is Rain but they don't have service there.

3G, 4G or WISP is options.
