Anyone else here live in Melkbosch Village who is totally ticked off at the lack of availability of ADSL etc. We dont live in the bush so why no lines?

So why did your developer not liaise with Telkom while doing the civil work in your complex? Now that everything is built no-one will allow Telkom to dig trenches all over your complex...

So who is to blame?

Fully understandable!

Have you confirmed if pipes were laid for telephone infrastructure in the development stage? Normally Telkom give the pipes and manholes to the developer and they are installed at the same time as the other underground civil works.

Just get the body corporate involved and a few people pissed off then you have an army. If Telkom can get to the gate of your complex then you sorted.
