Get rid of this race thing in law, isn't that what the whole constitution is supposed to be about? how the hell do you move forward by pulling people back? That is a tug of war, not a solution. Crabs in a bucket don't need a lid.

Goverment doesn't want to move forward (not investor friendly etc). They just want to pocket cash where they can.
