The biggest road abusers do not need to pay.
 
They need to be in government before they can. Look at how they're treating the e-Trolling business by Scamral in the Western Cape. Got a court interdict to stop Scamral from doing anything.

E-tolls is a Sanral thing which is a national gov thing, so DA must win the national election to make a difference. Leave Gauteng out of this.

Many folks do not realise nor understand which level of government is responsible for delivering certain services.

As MickeyD says, there's confusion about whose jurisdiction some services is. Housing and roads have provincial, national and local authorities who are responsible for certain parts of it.

The court granted them the interdict because they recognised the City should have a say.

Seems the DA sorted it out in the WC, unlike the ANC peons in Gauteng.

DA is not in charge of national government, so if they sorted it out as you say it means that they did it as the opposition party. On the other hand, DA in Gauteng has failed stans because they didn't run to the courts in time to prevent the upgrade of Gauteng roads. This means that the Gauteng DA is not as effective as the one in WC and should therefore not be voted for even by the stan.

stans tried to pass vote of no confidence to Musi. They are just becoming to ambitious.

Anyway Agang to be launch as a party in Pretoria on the 22 June.
