In another matter, the court will hear that Oscar was shooting an intruder and not Reeva. The court will decide that it is false.

No, but he is clearly referencing the ability of the government to make good on its debts - which is ludicrous; this has got nothing to do with the government.

Semantics. While the ANC does not equal the government, they run the vast majority of it, and have an incredibly poor track record of timeous payments.

I'm quite sure you perfectly understood what he was saying...
