You miss the point, so no there is no such thing as left over funds. Or are you claiming that health care in the North West has so much infrastructure, medicines and equipment that they can treat anything for free and offer zero wait times because of the over-abundance of doctors, ambulances and equipment. In fact this pig admits that they have shortages. So are they liars who carefully manipulated the funds to have some 'left over' or are they dumb as pig swill, unable to properly administer their department?

Everybody that did not vote for the ANC is probably more informed on why we get upset everytime the government leaders are caught out abusing their privileges. No need to rant and rave anymore as we are stuck with ANC national government again for 5 more years. Thanks to all the IDIOTS that voted for ANC during 2014 elections. Pfffttt!!!!
 
Oh hey my department has left over funds, that money is mine now gonna buy me a car with it.
I would love to see how far that got me with my company.

So your boss gives you ab budgeted r100 000 to buy equipment for the office. You get the deal for r50 000. You can spend the r50 000 on yourself?

That is theft.
 
At the end of the year, if there is still some money left in my budget, I buy something that I know I will need at the beginning of next year.

The concept of excessive luxuries (that is undeserved ... unless on a risk-taking endeavour ... or a compensation for a VERY high skill profession that will benefit the majority of our modern society) doesn't exist in my culture.

i'm sure most companies have left over funds from budgets not fully spent.
generally, at least for us, it doesnt get carried over to next budget year... BUT... the smart finance people will use that in areas that are lacking... not just spend for spending sake. generally we pre-pay some of the next year's budget fixed expenses.
thats the problem right there... smart, responsible, finance people in gov ...
another problem is : WHY is there so much leftover funds, when, especially in North West, gov has not fulfilled many of its obligations that needed money.
Problem will continue as long as gov officials see the critical need for such expensive cars and car budgets when most people cant even afford basic entry level cars.
There should be a tender out to the car manufacturers to produce a standard level gov official car. Cheap, economical, acceptible luxury fitments etc.... oh wait... ANC and tenders - bad news coming. that will not get off the ground at all.
at the end of the day, gov officials see the funds they have as THEIR money, not public funds to serve the people.

no, no, please let it be a good car.... any expenses and out of warranty repairs on it will also be for us tax-payer sods' account. if it gives too much problems, they will just park it in the gov garage gathering dust, and go buy a new one.
direct your wishes to the driver... or is it the fat #### in the back seat?
