Anyway you miss my point which is that you have more chance of encountering a drunk driver than a crooked census worker. Intention is irrelevant. I was talking about the risk to you.

"Article 16 of the law forces a respondent to answer all questions asked by a Statistics SA official."
He said the information was only used for statistical purposes and no one, not even the president, could get access on a personal level.
Section 17 of the Statistics Act guarantees the confidentiality of your individual information. Every Stats SA official is sworn to uphold the confidentiality of collected data. Employees of Stats SA will be legally bound, by signing the Oath of Confidentiality, never to disclose individual information gathered in the course of their duties, to anyone not authorised by Stats SA.

I'm not sure there'd be any reason to wait to charge someone who has already made it clear they're not going to complete the survey.Surely charges could only be laid after the completion of the census? Maybe they were away and had already filled the census in while away?
You don't have to let the person onto your property to complete the form, so complaining about them having to come onto your property is silly. Just fill the form in and give it back.

A census should be about counting people. Not their income or the contents of their home. Those forms up to the time they are verified and your address and name removed is like a shopping list for criminals. What if they stole a handful from the stack with all your details still attached?
What if the census worker makes notes of the best properties to break into and sells that to some criminals? Oh right, they did an oath thingy, how nice for them.
No my friends, the census carries very real and very dangerous risks for everyone that answers it.
