Orientals are doing worse (HK at around 5 per 1000);) Even the developed african americans are nearing under 2 per woman. One of the biggest issues of the world today. The uneducated and those who have no setup and haven't enriched or shown their creativity are having the most, while those who are ample capable and who could build empires, refrain.

Perhaps it is because we help the poor(medical and other), and perhaps we should help the poor if it is that our irresponsible political stances are the cause of their being born into the cause of their hardship. In a natural system we would just leave them to die, we won't help them, however in an ethical system, if we had been consistent we would not allow (not sterilizations) people to have children until they could afford to do so. This way every parent is ensured to take care of their own children, and social welfare for children will only take place if the lightning had killed the parents. It is unethical to take someone elses money y force and give it to strangers, it is also unethical to allow somebody to drive a car which they can't drive and put everyone on the road at risk, or have a pet lion for example. Same way it is unethical to have children you can't afford or take care of, thereby putting the child(formost), and the rest of society at risk too, as now the rest of society should be paying for the responsibilities of the parent. This is not consistent wit hall the other laws that pertail responsibility, let alone a human life being the single most important one. A child is not a toy, to have children requires a high level of responsibility, not only to the child but to the greater society which has to guard the child to, and requires adequate infrastructure.

Children are also the future, they are needed by everyone in a given nation, and if all goes well will take care of the elderly and continue the economy when the current population gets old, so for this we also need children, however it would be best to get those who are most capable of rearing children to have children first, thus tax incentives for parants and businesses which allow child care centers would also be a great economic investment for the greater population.

I don't want to see the world rot away as i get old, i want to see stability and i want to see innovation, i want a cure to aging and a way round death. I'm sure that if we become responsible, educated and creative enough, dreams could become reality. Science and technology could bring us this, but who will bring the science and technology?

its an old charter or something. the more children you have, the more will survive, and then you have lots of kids to look after you when you are old. because you spent all your money on afore-mentioned lots of kids
 
The increase is due to the influx which is allowed by the ANC Government, from the rest of Africa.

It does not help saying its not the case, as it appears to be the game being played !
The negative growth from Aids, should have shown a negative growth, or perhaps just a slight increase in growth !
 
FWIW, my wife and I won't e having babies because there are enough people reproducing like bunnies already. :D
