Yes they do. It's meant to ensure due diligence and proper spending of tax money.
Yes as far as I'm aware. The idea of a tender is that it is a public and open process, supposedly to PREVENT corruption. But if the parties don't follow the process correctly and no-one raises any red flags then nothing will be done.
