In any event, undeclared income does not easily get picked up by a manual or digital system, especially if it is cash (for example proceeds of cash business, bribes, stolen money), or other income not easily traced (amounts paid to third parties, etc). But the latter should be picked up somewhere in the banking system.

The above is also why www.fic.gov.za exists, and why there are reporting requirements if large amounts of cash changes hands, for example if you pay a huge restaurant bill in cash. But it doesn't seem as if some of these laws are enforced, or maybe only selectively so.

Have South Africa's auditing and reporting rankings dropped since it's #2 standing in 2009? Surely the companies that are able to bribe are also under more scrutiny by auditing firms?
