You forget that everyone who pays tax is his wallet. He's paid by the government of SA. The government of SA is paid by the tax payer. He isn't a president because he can actually do something which contributes to the country's GDP (which I doubt he could), he's just there to announce what the ANC has decided and to take trips visiting foreign friends.
