I'm not in the know, but my guess is contention ratio - from the DSLAMS in the exchanges into the IPC core network, as well as out over SAIX's SAT-3 link. You can fit many more 384kbps users on the same pipe than 1024kbps users, if a majority of them use bandwidth at the same time. Secondly it gives people a reason to upgrade to a higher package, which means more money. And lastly - the cap. On 384 you are more likely to stay within a 3GB cap, and Telkom have fewer complaints to deal with.

It costs them to roll out the new hardware to support 4meg+ so they save money by not doing it. My exchange supports up to 512, I tried to upgrade to 4meg and they said they would have to upgrade the entire exchange.... so im almost sure that I wont get a free upgrade to 1 meg.
