Authentication required when requesting PUK code

WoW, heated debate. The way I see it, u in trouble if you give access to it and you in trouble if you dont. The safest is not to give access. Take this scenario, you have R500.00 airtime left. Some one gaps it and phones 111 to take a chance. He says he cant remember the number etc because it is for emergencies only. They give him the pin and PUK...uses all the airtime and chucks it. A few days later you go to Vodacom shop and do a sim swop and check your balance when sim goes live. Balance = R0.00

You phone Vodacom claiming your airtime dissapeared and want it back. The consultant says "but sir/madam, you phone in 3 days ago to ask for the pin and puk number...was that not u? Oh dear....perhaps I should have validated your identity."

That is what Vodacom is trying to avoid. Not to mention the security risk involved with validation SMS being sent to cell numbers from the banks to load beneficiaries. I think we all know what a danger that is.
