There was an official notice on their site, so it's not "random", it's a change in policy.

It has affected my speeds as well.

As has been said, this is affecting more than this random guy and the official change in policy is on their website for all to see, so I wonder who the troll might be.

They've said for ages now that the AUP needs to be updated to reflect the 24/7 unshapedness.

Wow. Get off the assumption band-wagon. I sent the Axxess Lady a PM enquiring about this and she confirmed its true.
