How is it that Axxess have a pre-order on their uncapped fibre offering, but other Isp's have no fibre coverage available?

I have Axxess uncapped fibre, no issues at all.

My question was when I do a fibre coverage check at any other Isp's, it says no fibre available, but with axxess, they say fibre is available, but I need to do a Pre-order.

They just wanna get your details on the system. That’s why they always have coverage. So one day when there is coverage they’ll be first responders
