yea that's my point. I get that people are desperate and there is little policing, so crime naturally follows. However these are people actively serving the communities that rob them. It's nuts. Cutting your nose off to spite your face.

Some people surmise it is drug addicts doing this - will do anything to get their hands on drugs/money.

Salt water is a last choice if no normal water available . It does kill the plant life
What normally happens is you would Flood the area with normal water after if possible
