This needs an investigation indeed! A factor of 10??Despite tabling a bid of R15,5bn – substantially higher than the lowest bidder’s R1,5bn – National Pride, a consortium led by former Sita Coo Noedine Isaacs-Mpulo along with Vusi Magagula, former chief information officer, looks set to be given a huge chunk of the Home Affairs tender.
I know for a fact that the tender awards process is not effectively used to allocate tenders to new approved businesses but rather to sustain buddy systems and under the table kick back dealings.
To add there are several business that are not even on the approved tender list that receive a serious amount of work VIA SITA from government institutions.
Even more, and this is the scary part, it is a definite fact that some of these companies on the tender list have under the table profit sharing and work distribution deals with other companies (either on the tender OR NOT) with hidden dealings to ensure they profit from general work distribution. Even after these risks have been identified they are indulged due to buddy systems and possibly corrupt government executives.
For example, if you are on the previous tender and not on the new tender they have found ways to ensure they still keep the business from government institutions and SITA still invoices. Also there are companies that are instructed to employ/distribute work to companies not on the tender list (that are not awarded any business) as requested by government directors.
Some of these companies have been doing this for more than 10 years to ensure they keep their money and work distribution.
I can’t help to mention, with a fact, that internal business processes in government have been designed and implemented to ensure that critical functions are managed by vendors for vendors to ensure the above mentioned money distribution keeps flowing. Formal processes to enable the government institutions were REJECTED with conflict and intimidation to ensure that these invoicing mechanisms aren’t managed by government officials. Even to the point of personal attacks of intimidation.
It is a fact that the AG has also NOT investigated these situations as they are manipulated and sweet talked not to explore the financial fund distribution but rather just a huge amount of papers work or the significant lack of traceable paper trails. Some of the officials have been doing this for so long that there has been mention they will be personally investigated by the AG for keeping these vendors so long with service level agreements (via SITA).
I have to mention that I have no confidence in the SITA / Government procurement process as there MUST be corruption due to the pure aggression to ensure officials have the freedom of budget distribution (work allocation) that are managed by vendors endorsed by officials.
Another part of this ineffective process are that millions have not been paid to vendors due to lack of proper financial management. These processes are so ineffective that actual invoicing takes month to reach the government institution for approval that there is NO possible way to introduce effective review of expenditure against invoiced expense. That would benefit those vendors that keep on invoicing millions for ineffective work. In some instances some of the unpaid invoicing has been mitigated by SITA by instructing other vendors on the tender to pay on behalf of SITA and invoice then indirectly to SITA to ensure cash flow. As mentioned before some of these vendors aren’t even on the approved tender.
These processes have perfected pyramid schemes whereby those that have the contracts or contacts distribute funds to several other institutions without actually producing the work themselves (with their cut of course) that are NOT on the approved vendor lists.
I can say without a doubt this process has ended up to discriminate against new up and coming business with NO knowledge sharing or enablement. The tenders are also introduced in such a way that there is no way in hell that any new supplier will even be entertained to ensure that ONLY the current vendors can produce the work.
Imagine now that you have vendors that have benefitted extensively from millions and millions of government (tax payer) fund that work on 10 years old technologies that invoice inflated accepted quotes due to the fact that they have locked themselves in redundant systems VIA SITA.
These systems then are forced by government officials on spheres of government. These systems aren’t used due to their complexity and OLD dictating approaches which in turn causes more fraud and corruption due to lack of use without trails. We are talking BILLIONS of tax payer money being distributed that barely reach the public interest in was allocated for.
This process has been going on for years without anyone raising an eyebrow that could change this fraudulent process. Except for some that have been intimidated with their own security to introduce effective procurement and system application approaches to benefit the actual target audience: OUR AFRICAN NATION
I would be very interested to hear from SCOPA, DA, COSATU, SOLIDARITY or anyone who would be interested to delve into how billions are distributed ineffectively NOT reaching those that need it most. . .
Does anybody know how much money 15bil is? that is a totally ridiculous amount. fcking money that we the tax payers worked our ases of for, not being implemented to better our lifestyles, not feeding the poor, not fixing roads, not helping anyone apart from the contractor, and his buddy at SITA..this is sick seriously
Imagine the amounts of budgets and funds travelling through SITA for procurement / tender process that are skimmed for profit.
Then imagine the actual expenditure that is funnelled through SITA by Government institutions that are dispersed to vendors and tenders in general.
Then if possible try and justify the return of investment…
Yeh it ridiculous....I feel like breaking faces..just so sick of paying my arse of on tax for what? for a failed health care system, for a police department thats incompetent, for pot hole ridden roads and a not to mention the public schools...just sick to the bone of this shti
Want to actually do something about it? Get up, vote for a party that isn't this corrupt, and convince at least one other person to vote and to convince a friend as well. It's the only way to do something about it - seeing as some people are above the law in this country....
No wonder things were going pear shape fast.He blamed Mbeki's downfall on the people with whom he (Mbeki) surrounded himself. It was them and the so-called lobbyists among the businessmen who were responsible for the situation where no one could come near to Mbeki and that meetings between him and businessmen were reduced to "power point exchanges"
This led to Mbeki eventually losing touch with his own community.
Another shining example of a story that gets everyone all worked up and after the dust settles, nothing will have changed.
