My father has owned a Samsung Pocket for roughly two years now and it's starting to misbehave.
Since his birthday is coming up soon I'd like to get him something newer and slightly better.

He's not the most tech savvy person and primarily uses his phone for calls and WhatsApp messages hence he doesn't require something too crazy.

I have very little knowledge about the phones in the "budget" segment so can anyone possibly recommend a solid little device (Sony, Samsung, Huawei) that's locally available for around R2K?

I'd say a good condition S4 Mini. They are "bulletproof" Android devices.
Otherwise, maybe a Samsung J1 or Galaxy Core Prime?

Sister bought both(I suggested the redmi to her btw),she returned the Redmi because the build quality just isn't in the same league as the innjoo,it's a cheaper looking plastic phone with a smaller screen.

Innjoo is a Dubai based company that is quite big in countries like Nigeria and elsewhere in Africa.

I've seen the Innjoo one in the flesh, and take it from somebody who only uses top of the range Samsung's,Iphones 6s's and Sony xperia's the build quality is astounding for R2K phone.

It's going to be stuck on KitKat though.

Samsung J1. At least there's plenty of batteries and covers for it.
