Can i ask why LOCAL ONLY as the price between the 2 is so minimal that just getting a standard account local/int seems more feasible...

It means that you get a certain amount, and even though you exceed the 'free' amount, you will still be able to keep using local bandwidth, but at a cost. Basically, not uncapped in the normal sense, but they don't cap your account - like they do with the international bandwidth.

It will carry VoIP traffic only locally in SA, so there is no need to have a 'normal' account.

It's like Vodacom 3G data, we don't stop you (because there was a ruling by ICASA saying we can't disconnect users), but if you exceed the "data bundle" you are post-billed for your excess usage.
