The problem I have with ICASA is that policy of 50% markup and nothing more based on the suppliers input costs.

Do they have access to the business's day to day runnings? No so how on earth do they estimate the input costs? Rely on Telkom to be honest about it?

Hopefully the new counselor with his knowledge will get the ball rolling into the right direction.

We have not seen the improvements yet but for what its worth it looks like the Zuma government is actually doing things right. But only time will tell if this is just one big smokescreen or actual change.

These guys are too much! Why dont they just go out there, find the average interconnect rate amongst a similar group of countries and proclaim the internet connect rate is X cents.

I'm sorry to say, but ICASA is yet another prime example of what happens when ill equipped people are put in a position of responsibility.

1. It's not that simple and yet it can be. You have to keep in mind subscribers numbers, saturation/penetration percentages, network size + coverage, population density over the network, country geographic size, and competition size etc then also their regulatory frame works.. as e.g. some places the receiver pays x amount for connection or 'other' unforeseen conditions allow networks to cash in.

2. BEE/AA again?. While i accept that, in particular gov, some people are in positions they shouldn't be.. allowing this as an excuse is just plain stupid. If i know there is an exception that will always be referred to, do u really think i will work hard? 2ndly a lot of these people are more than capable but in this case there is either side dealings/bribes, threats(directly or large scale vs mandate of organisation.. mtn + voda are not to discreet here ), political will/clout + interests etc

It all sounds very 'nice'... including the fact that Parliament asked if the Councilors will resign if they fail to address what they promise... However, I'm sad to say, nowhere does it say that they WILL resign (correct me if I'm wrong) should they botch this up (which I think they will)... no matter what the outcome, ICASA will cave at the drop of a few pennies to keep the big players happy!

I can't say I know anybody that has confidence in ICASA!

Parliament shared this skepticism, and at a recent Portfolio Committee on Communications meeting ICASA councilors were asked if the responsible regulatory employees will resign if they fail to successfully address the issue. Strict timelines were also requested from ICASA to ensure that the regulator can be held accountable for any failures

i think what ICASA really need to do is give the term "uncapped" a defenition so have of these big operators can stop saying "uncapped uncapped uncapped" all the time when they give a limit in the first place, but state it is uncapped.

Yeah, and tell Telkom their piece of sheit adsl speeds with CAP doesn't constitute broad band.

Only thing broad about telkom is their waist lines

While they're compiling their "big bang list of regulations that will never be promulgated", they might as well add the handset subsidy regulations to that list. Those were meant to be finalised 2 years ago IIRC.

Seriously, is it even physically possible for a regulator to be soooo incompetent? The fact that they can't (or refuse to) regulate ANYTHING just points to one cause, in my opinion: bribery. To the minister: set the auditor general onto ICASA, and its councillors, starting with Paris. He's either the most incompetent person on earth or he's been paid off.

I'm in favour of a different "big bang" approach at ICASA; fire ALL the councillors and start over. (And don't let anyone with a vested interest near a seat; obvious to you and me, but not so obvious to government, if past performance is any guide.)
