Yet another article about ICASA saying this and saying that....

Well, there definitely is lots of encouraging talk. Now remains to be seen what action actually takes place.... but yes... I think it is encouraging.
 
i think what ICASA really need to do is give the term "uncapped" a defenition so have of these big operators can stop saying "uncapped uncapped uncapped" all the time when they give a limit in the first place, but state it is uncapped.

These guys are too much! Why dont they just go out there, find the average interconnect rate amongst a similar group of countries and proclaim the internet connect rate is X cents.

I'm sorry to say, but ICASA is yet another prime example of what happens when ill equipped people are put in a position of responsibility.

Any LLU talk is great :D

Lets just hope it doesn't take forever - no point in delaying the inevitable...
 
The problem is everything is long term projects, stretching over decades. Why not just put your foot down, and do it, now? Everybody knows what the problems are, so make a decision to correct it and follow through.
 
The problem in government or any of these institutions is that no one is prepared to actually make a decision as they will then be held accountable for that decision. So what happens is that there is a heck of a lot of talk and no action.

Wasn't there talk about the LLU been unbundled by 2011 and then extended to 2015 or something like that.

What happend if our current head of DOC makes a ruling - lets say unbundling the LLU by 2015. A general election is held and he is out of a job. Can the new dude change that date as he pleases or is he bound be his predecessors commitments? That way these guys can promise the earth and never deliver?

I thought we weren't allowed to swear on this forum, by I share the same sentiments as one of the posters
 
Sounds good. But even Manto can talk a lot, and generate meaningless hot air.

telkom owns all the copper connections going into homes and business, which it is close to impossible for anyone else to duplicate - it must be forced to allow competitors to access this copper at viable wholesale rates so that they can offer services directly to customers over it

How many times have we heard speeches about "The time is NOW to cut x"... 2 years later "The is NOW to cut x"...

They will cut the cell phone connection rates (because goverment doesn't have a finger in the pie anymore). But with LLU... good luck to us all...
 
I was soo tempted to make another pesimystic, shoot me I'm in agony remark, but then when I though about it I realised....
 
At least we have a Parliament Portfolio Committee on Communications that will keep an eye on ICASA.

All MyBB forum members, should make it part of their once weekly activities, to visit (with hidden or phone camera), phone (recording) or email (receipt requested) ICASA, with a posting of their experience, in the MyBB forum.

The lazy, uncooperative and incompetent staff, can then be kicked the hell out, since we can ensure that written warnings and final warnings, can be done in the space of half an hour, simply by the number of times various people have contacted them, where they refuse to do their their work.

Let's all help to shape the ICASA we want. ;)
 
ICASA began the process of addressing Wholesale Call Termination, Line Access and Leased Lines, in terms of the ECA and the ICASA Acts, in 2007. Accoring to the regulator it has been and will continue to adhere to the following steps:

  • Identify and define relevant markets
  • Identify licensees with Significant Market Power (SMP)
  • Assess competitiveness in these markets and
  • Impose pro-competitive remedies

They've had two years on this. Seriously, the list above could be completed in a week if we had an efficient and motivated regulator.

June 2010 is just far, far, far too long. In the meantime the milking and abuse of the SA consumer continues unabated.

ICASA, as currently constituted, has a mindset that takes each simple task and turns it into an epic Hollywood Production.
