That is like imposing a glass ceiling. You remove the incentive to high earners and entrepreneurs. They will just stop innovating and creating wealth for the whole society. Decaf communism, really.
Only plan is to encourage entrepreneurs to make as much money as possible and then encourage them to employ more people to earn and income. Also use the tax income wisely to educate and uplift the poor. There is no artificial way to narrow the income gap.
In a complete banana republic, the parasites who exploit the system the best gets the highest income, but it is not sustainable and eventually everyone suffers. Despite the best efforts of some in our government, we are not there yet and hopefully never will be.
What is also encouraging is that the people listed in the piece earn their income from a service industry. They essentially create wealth from a sustainable source. They are not pumping oil from a well that will one day dry up. We need to applaud them, not shoot them down. Fair point. When it comes to financial positions, management, pretty much anything else, you get paid much more in Joburg.
The highest moral responsibility a business has is to make a profit for its owners. They should be free to hire those people who can do the best possible job for them, and reward them accordingly. I don't begrudge the big earners one cent. Just earn it honestly without force or fraud. Whether it's R1 or R10b.

That in no way removes any incentive. The amount they can earn is still astronomical, and if they want to earn even higher, a small increase to their lowest paid workers equates to a huge increase for the top earner
Astronomical is relative. Remember that these high earners do not just sit on the money or spend it on Lindt and iPhone apps. It keeps circulating in the economy, benefiting everyone. If they are limited, it does not mean that someone else will now get it. Also, if you pay the cleaner a non-market related salary, what will their incentive be to contribute more to the economy? If I can earn the same money at company A as a receptionist, why will I aspire to become an accountant at company B for the same salary, with all the risks and responsibilities involved?
More likely company A will outsource their lowest functions to China or India and then the local unskilled are buggered again.
In the end you can try and regulate and economy to death and at huge cost or you can just liberate your economy, and use the increase in tax income to uplift the poor.
