Calls has never been free... So your point is void. Switch APN and use WhatsApp for messages or use SMS? But I do agree with you that they should just inform the general public what the exact problem is, this is really bad PR for BB/BIS, whoever does their PR should get fired, talk about delayed reactive rather than proactive communication in a crisis situation.
