Blacklisting phone - getting ITC number

My secondary phone that had no sim card in it got stolen 2 week ago. So I went to MTN, as they were the last sim card I had in the phone, but I keep getting told that the blacklisting system is down and I can't get my ITC number. This was over a week ago and I am told it is still down. I need to submit it to insurance and I can't until I get that number.

I am not sure if MTN are messing me around or it really is down but surely it would be a much bigger thing if it was the entire national blacklisting system that was down?

Can I go to another provider to get the ITC number as I just need the phone blacklisted - I don't need to do a sim swap?

Hi can you please also assist. I had a phone with two SIMs. Hoever, last sim used to make calls was preRICAd therefore Telkom cant help. The other SIM was Standard Bank mobile but wasn't used for calls only banking and receiving calls, and tey also said they couldnt help since it wasnt used to make the last call.
 
Wife attacked and phone stolen on 16th December. She is still recovering in hospital but now out of ICU

MTN will not blacklist phone unless she visits shop in person. Got iPhone erased but whoever stole the phone is using the SIM in another handset. The call log shows 133 calls to +234 and +250 numbers, about R900 worth
