Blocked US websites

So I was browsing some US shops to order an item for my brother to bring back from the States when he returns. I noticed a number of the websites are unaccesible from SA (I tried on both Rain & MTN connections). Is this a new thing, or have I just been under a rock?

Examples include www.lowes.com, www.homedepot.com and www.acehardware.com
 
It's been that way for years. Target is another you can't access.

Only people in the US (or with a VPN) can see those sites. I know a few years back a few sites were badly hacked by hackers outside the US and the sites reacted by location-locking access.

There are a lot of these companies which offer access only to locals. As mentioned above use a VPN provider and you are good to go.
 
Remember also, that while the US government is shut down, that many of these sites cannot renew their encryption certificates, but it shouldn't really be affecting large retails sites... should really only be government websites.
Maybe some of these retails sites have completely blocked non-us traffic to prevent fraud.
