IMO Breaking Bad is the best show ever made, to date. I've actually started re-watching with my wife. Really forget about trying to equal it. Here's some of the best rated shows though:

The Shield (haven't seen myself)
Avatar: The Last Airbender (I'm a big fan of this show and Legend of Korra is also turning out very nicely)
House of Cards
Parks and Recreation
Game of Thrones (haven't seen personally more than a few episodes)
Lost
Fringe
Deadwood
West Wing

House of Lies is pretty good as well.. 2 seasons out at the moment. Not in the same league as Breaking Bad by a long shot though :/

It's a different type of show though, more along the lines of Californication...

On topic, I would say Boardwalk Empire in terms of production quality. The sets are also exquisite. I'm not a big fan of movies and shows set in the 20s/30s, but BE has a solid story and great writing behind it.

Other notables that are worth a watch for the entertainment value, but not on the same level - Hannibal, Homeland, The Following and The Walking Dead.

+1 for Boardwalk Empire!! Hardcore gangster series set in the 1900's and directed by the master of gangster, Martin Scorsese.

The Pacific!! More hardcore!! Watch this series over a couple of days and I guarantee you PDSD.

The Sopranos!! More gangster, top notch!!

The Shield!! Story about corrupt policemen! Not as polished a production as most of the others mentioned in this thread but it's relatively captivating viewing. Sort of sucks you in all the way to its tragic conclusion.

The Wire!! Ssssssh iiiiit.... Good honest television show with some colorful characters.

GoT!! Go on, punish yourself!! Epic story telling but don't expect 'and they lived happily ever after'...

Six Feet Under!! Series about a family of undertakers and their unfortunate customers. Excellent!!
