Lol. They have proven this time and time again. The problem is that there always seems to be the long way with ICASA. They will end up being sued anyway...
 
How will a small ISP, without licenses, be able resell Infraco products, if Infraco does not have the service license also?

Fishy smells...

ICASA wants to sell more R10k Class Licenses...?

ISPA wants the non licensed reseller ISPs, to get licenses before being able to sell Infraco products...?

The guavament wants to prevent Infraco from dropping prices, so that their fat 39% slice of the telkom cake keeps spitting out the cash...?

Funny how icasa + protecting existing telecoms companies seems to be a fitting theme in many articles involving icasa. where there's smoke there's fire?
 
For a change I agree with !CASA, Infraco should not get involved in the retail market; wholesale only.

This issue is a difficult one to decide on. Usually most issues brought to light on myBB are straight forward.. with 90% or more of forumites taking one particular side. Which is generally the obvious telecoms-liberating, incumbents squashing, price dropping, monopoly-beating, side.

In this case it's not as clear cut.

Many believe that Infraco should be licensed ASAP, and should be allowed to compete on all levels so that we can start getting quicker price cuts, more choice, and better service levels, while others have pointed out that state owned entities are the worst kind, and should not be given preference, or allowed to compete against the private sector, as it will get unfair advantages. (Eskom, SAA, Telkom, SABC, need I say more??). Some believe state owned entities shouldn't even exist.

I'm still 2 minded about this one. The deciding factor for me is the answer to this question - Has the Telecoms sector been liberated enough, and do we have enough competition and choice so that there is no need to worry about whether Infraco is licensed or not?

However, your solution is far too simple. They first need to have a committee meeting to decide which consultants to bring in to tell them what you have proposed!! Then they will recommend the proposal to their political masters at Luthuli House before going via ICASA and DoC for approval. Then they have to hold public hearings and fend off legal attacks from the encumbents...:D

Still far too simple.
They first have to have a meeting deciding whether they have to do research about whether a committee meeting is necessary to decide on what you state. The obvious answer (to us) will be yes, as opting for research is always a safe option.
 
Also, the youth have to be involved, and that means the hiring of most of a 5 star hotel, the supply of 90 new sets of expensive but imported clothing (40 youth will attend) and 5 star food for at least 5 nights at taxpayers expense. The topics discussed at the youth meeting are not allowed to be public knowledge, and ANC youth league membership forms are available, pre filled-in by a consultant that charges R8000 an hour.
 
Another concern is that if they are allowed to compete in retail space and because of the fact that it will be an inefficient government/anc crony infested company taxpayer money will be used to keep it afloat.
