But infrastructure (including Eskom's infrastructure) isn't finished using resources once it's built. Maintenance is hugely expensive. Take a look at the backlog (in terms of cost) that our water and road infrastructure has, for example.
If run properly the infrastructure should be paying for its own maintenance and expansion by charging customers directly, like SAPO, Eskom, PRASA and SAA do (I mean like they charge customers directly, not that they are run properly of course).
You'll get exceptions, roads and water infrastructure are trickier, but in general any sane business looks for a return on their investment when they build things, investors don't just keep throwing money at you for spending money that can't generate a return. I'd love for our government to take a page out of that book and see tax payers more as investors.
